TYSONS, VIRGINIA, March 19, 2026 – SCG Development in partnership with Davis Lowline (an affiliate of Taylor Davis and NHE. Inc.), Whatif Lowline Charleston, LLC and Creative Builders are pleased to announce the closing of Lowline Lofts, in Charleston, South Carolina (the “Property”).

This 55-unit new construction multifamily rental development will contain a mix of studio to three-bedroom units that will be rent restricted from 30-80% of the Area Median Income (“AMI”) and be eligible for Low Income Housing Tax Credit (“LIHTC”) financing. The development plan for the Property includes one 5 storied mid-rise apartment building. The Property will offer a competitive amenity package, including in-unit washer/dryers, Energy Star appliances (including a refrigerator, microwave, range/oven, dishwasher, and garbage disposal), balconies/patios, blinds, coat closets, building access control via intercom system, with video security system, central air conditioning, a clubhouse, a fitness center, a business center, and on-site management. The Property will also have excellent access to downtown Charleston, which is within walking distance of the Property.

The Property is located at 678 King Street in Charleston, SC. The land is owned by the City of Charleston and will be leased to the Property Owner for a term of 60 years for a nominal fee. The Property lies along the planned Charleston Lowcountry Lowline, a 1.7-mile linear rail trail that is being developed by the City of Charleston. Upon completion, the Property will run the length of Charleston’s “Central Spine,” beginning at Marion Square in downtown Charleston and terminating at a transit hub located on Mount Pleasant Street in North Charleston.

The Property will be financed with 4% Low-Income Housing Tax Credit equity provided by Stratford Capital Group, State LIHTC credits through Advantage Capital, a construction loan from TD Bank, a permanent mortgage loan from Citi Community Capital, and subordinate funding provided by Charleston County, Charleston Redevelopment Corporation (“CRC”), South Carolina Department of Mental Health and South Carolina Housing Trust Fund.

Construction is scheduled to begin March 2026, with a completion date of September 2027.
